އުވިދިޔަ ސަރުކާރު ހިންގި ދުވަސްވަރު ރާއްޖޭގެ ފެނާއި ނަރުދަަމާ ސެކްޓަރގެ މައިހޮޅިތަކުގައި ޖަހާފައިހުރި ސަރުބި އަދިވެސް ފިލައިގެނެއް ނުދޭ. (ފުރަތަމަ ބައި)
*ސަރުބި ފިލުވާލެވޭނީ ސަރުބި އުފެދޭ ބާވަތްތައް މައިހޮޅިތެރެއަށް ނުދާގޮތަކަށް ފެނާއި ނަރުދަމާގެ މުވައްސަސާ ހެޔުވެރިކަމުގެ ދަށުން ރާވާލުމާއެކު، ސަރުބި އުފެދުމަށް މެދުވެރިވާ މާއްދާތައް ނައްތާލެވިގެން.
ރައްކާތެރި ސާފު ބޯފެން ލިބިދިނުމާއެކު ރަށްރަށުގައި އުފެދޭ ނަޖިހާއި ނަޖިސްފެން ރައްކާތެރި ގޮތުގައި ނައްތާލެވޭނެގޮތް، 30 އަހަރުގެ ދިގު ވެރިކަން ނިމިގެން ދިޔައިރު ރައްޔިތުންގެ %80 އިންސައްތަ މީހުނަށް ހޯދައި ނުދެވުނު އިރު އަލަށް ޙަވާލުވި ސަރުކާރަށް އެކަން ކުރެވޭނެ މުގުވެސް މިވަނީ ކޮށާނުލެވިއެވެ.
ހިތާމައަކީ، 30 އަހަރުގެ ދިގު ވެރިކަމެއް ނިމި، ރައްޔިތުންގެ ވެރިކަމަކަށް އަތުކުރިއޮޅާލުމާއެކު ހެޔުވެރިކަމެއް ހިންގަން ކަންކަން ރާވަމުން ނަޝީދުގެ ސަރުކާރުން ވަޑައިގަންނަވާއިރު، ރަށްރަށުގެ ތަރައްޤީއަށް މަސައްކަތް ކުރާ، ސަރުކާރުގެ މުވައްސަސާތަކަށް ހަރުދަނާ ބޭބޭފުޅުން އިސް ނުކުރައްވާކަމެވެ. ޚުދުމުޙުތާރުވެރިކަމެއް ނަގަހައްޓަން މަރުފަލިޖަހަމުން ދިޔަ އެތައްބައެއް ނަޝީދުގެ ސަރުކާރުގައި ފަންނީ ޚިދުމަތް ފޯރުކޮށްދޭ އެތައް މުވައްސަސާއެއްގައި އަދިވެސް ތިބިކަމެވެ. އޭރުވެސް ސަރުކާރުގައިތިބި ރައްލާޖެހި ބޭ ކަނބަލުންނާއި ބޭކަލުން ތިބިކަމެވެ. ކަމުގެ ޢިލްމާއި ހިލްމު ލިބިފައިވާ މީހުން ކަންކަމަށް އިސްނުކުރާކަމެވެ. މިގޮތުން، ރާއްޖޭގެ ފެނާއި ނަރުދަމާގެ ދާއިރާ ފާހަނގަކޮށްލަމެވެ.
ބޯފެނާއި ނަރުދަމާ މިދާއިރާއަކީ، އެންމެ ބޮޑަށް އޭރުވެސް ވަޅުޖެހިފައިވާ އެއްދާއިރާއެވެ. ވަޅުޖެހުނީއެއް ނޫނެވެ. ބަޔަކު ވަޅުޖައްސާލީއެވެ. ރާއްޖޭގެ ބޯފެނާއި ނަރުދަމާ މިހާބޮޑަށް ވަޅުޖެހިގެން ދިއުމަށް މެދުވެރިވި ސަބަބެއްކަމަށް ގިނަ ބަޔަކު އިއްތިފާގު ވަނީ، ބޯފެނާއި ނަރުދަމާ ދާއިރާ ހިންގުމަށް ހަރުދަނާ ވެރިއަކު ފަހުގެ ތާރީޚުތަކުގައި އިސްނުކުރިކަމެވެ. މި ދާއިރާއިން މީހުން ބިނާ ކޮށްފައި ނެތުމެވެ. މިދާއިރާއަށް ސަރުކާރުން އިސްކަމެއް ނުދިންކަމެވެ. ކަންކަން ހުރިގޮތަކީ މިއީކަމަށް ވީއިރު، ފަހުގެ ތާރީޚުތަކުގައި މިދާއިރާގައި ނުފޫޒުގަދަ އަންހެން ބޭކަނބަލެއްގެ ހަން ފެތުރިގެން ދިޔަ ދިއުން މިދާއިރާ އިތުރަށް ވަޅުޖެހިގެން ދިއުމަށް މެދުވެރި ސަބަބެއްކަމަށް އެދާއިރާގައި މަސައްކަތްކުރި އެތައްބައެއް އިއްތިފާގުވެއެވެ. ފަހުގެ ތާރީޚެއްކަމަށް މި ފާހަގަ ކޮށްލަނީ ވޭތުވެދިޔަ 10 ވަރަކަށް އަހަރެވެ.
މިދެންނެވި އަންހެން ބޭކަނބަލެއްގެ ބަލާވެރިކަމާހުރެ، އެދާއިރާގައި މަސައްކަތް ކުރަމުން ދިޔަ ފަންނީ އެތައްބައެއް ދާއިރާ ދޫކޮށް ދިޔަކަމީ، ފެނާއި ނަރުދަމާ ދާއިރާ އިތުރަށް ބަލިކަށިވެ ހީނަރުވެގެން ދިއުމަށް މެދުވެރިވި މައިގަނޑު އެއްސަބަބެވެ. ޑރ. ޢަބްދުލް އަޒީޒުގެ އަނބިގޮއި ޝަހީދާ އާދަމް އިބްރާހީމްގެ ހަން ފެނާއި ނަރުދަމާ އަށް މިހާބޮޑަށް ފެތުރި، ޝަހީދާގެ ބަލާވެރިކަން އިންތިހާއަށް ދިޔައިރު އެކަނބުލޭގެ ލުހެލާނެ ހިތްވަރު ވަޒީރުންކިބައިގައި ނެތްކަމީ ސުވާލު އުފެދިގެން ދިޔަކަމެކެވެ.
ފާއިތުވި 10 ވަރަކަށް އަހަރުތެރޭ، އެންމެ ފާހަނގަކޮށްލެވެނީ ސުނާމީ ކާރިސާއާއި ގުޅިގެން ރާއްޖޭގެ ފެނާއި ނަރުދަމާއަށް ހިލޭއެހީދޭ ޖަމާޢައްތަކުންނާއި އެކުވެރި ދަޢުލަތްތަކުން ފޯރުކޮށްދިން އެހީތަކަށް ސަރުކާރުން ޢަމަލުކުރަމުން ދިޔަގޮތެވެ. ރަށްރަށުގެ ބޯފެނާއި ފެނާއި ނަރުދަމާ ހަރުދަނާ ކުރުމަށް ލިބުނު ގިނަ އެހީ ބޭނުންކުރަމުން ދިޔައީ އުވިދިޔަ 30 އަހަރުގެ ދިގުވެރިކަން ދެމެހެއްޓޭތޯއެވެ.
ލިބިހުރި ބާރާއެކު ނަރުދަމާ މިނިސްޓްރީގެ ފެނާއި ނަރުދަމާ ސެކްޝަން ޝަހީދާ އިސްވެހުރެ ހިންގުމުގެ ނަތީޖާއަކަށްވެގެން ދިޔައީ، އޭރުގެ ނަރުދަމާ ވަޒީރު ބޮލަ ރަށްރަށުގެ ރައްޔިތުން ސިގިރޭޓް ނިއްވުމެވެ. ބޮލަށް ސިގިރޭޓް ކަނިކެނޑުމެވެ. ދުރުމުސްތަޤުބަލަށް އަމާޒުކުރެވިގެން ބޯފެނާއި ނަރުދަމާ ނިޒާމް އެއްވެސް ރަށެއްގައި ޤާއިމް ވެފައި ނެތްކަމެވެ. ހޯދައި ދެވުނު ބޯފެނުގެ ސަލާމަތާއި ރައްކާތެރިކަން ފެންނާން ނެތްކަމެވެ.
ބޯފެނާއި ނަރުދަމާގެ ކަންކަން ވިލަރެސް ކުރުމަށް، ހުންނެވި މިދެންނެވި ޝަހީދާއަކި، މިދާއިރާއަށް ކުފޫ ހަމަވާ މީހެއް ނޫންކަމުން، ރާއްޖޭގެ ފެނާއި ނަރުދަމާ އަށް ލިބެންހުރި އެތަކެއް އެހީއެއް ނުލިބި ދިޔަކަމީ، މިއަދު ޝަހީދާވެސް ލަދުގަންނަންޖެހޭނެކަމެކެވެ.
ލޯނާއި ހިލޭ އެހީގައި ރަށްރަށުގައި ޤާއިމްކުރުމަށް ފަރުމާކުރެވޭ ނަރުދަމާ ނިޒާމްތަކާއި ބެހޭ ކުރެހުންތަކާއި އެހެނިހެން ރިޕޯޓް ޝަހީދާގެ ކޮޓަރީގައި ކާށި ފީންޏެއްހެން ހުރި އިރު، މިއިން އެއްވެސް އެއްޗަކަށް ޢަމަލީ ސިފައެއް ނާދެއެވެ. އެނގޭހާވެސް ކަމަކީ، އިގިރޭސިވިލާތުގެ ހަށިހެޔު ފިރިހެން ބޭފުޅުން ރާއްޖެ ގެންނަވައިގެން، ބިމުގެ ފެން ތަޙުލީލުކުރުމެވެ. ފެންވަޅު ވަޅުން ފެންޓެސްޓުކުރުމެވެ. ބިމުގެ ފެންފަށަލައިގެ މޮޑެލް ކުރެހުމެވެ.
ނަރުދަމާ ނިޒާމެއް ފަރުމާކުރުމާއި ބެހޭ ބައްދަލުވުމެއް ބޭއްވިއަސް ޝަހީދާއަށް ބުނެލަން އެގޭހާވެސް އެއްޗަކީ " ގްރައުންޑް ވޯޓަރ ޓެސްޓް" މި ޢިބާރާތެވެ. ނަރުދަމާ އަކީ ކޯޗެއްކަމާއި، ނަރުދަމާ ނިޒާމްގައި ހިމެނޭ މުހިންމު ބައިތަކަކީ ކޮބައިކަމާއި، ދެމެހެއްޓެނިވި ނަރުދަމާ ނިޒާމެއް ރަށެއްގައި ޤާއިމް ކުރުމުން ރައްޔިތުންނަށް އެއިން ލިބޭނެ މަންފާއަކީ ކޮބައިކަމާއި، ދުރުމުސްތަޤުބަލަށް އަމާޒުކުރެވި ރަށާއި އެކަށޭނެ ނަރުދަމާއެއް ޤާއިމްކުރުމަށް މަޝްވަރާކުރުން ފަދަ ކަންކަމަށް އަނގަވެސް ހުޅުވާލަން ނޭގޭއިރު، ރީތިބަހުން މީހުނާއި މުޙާޠަބުކޮށް ވާހަކަދައްކަންވެސް ނޭގެނީއެވެ. ދިވެހިބަހުން ސިޓީއެއް އަމިއްލައަށް އިބާރާތްކޮށް ޓައިޕްކޮށްލަން ނޭގޭތާ، ކައިރީގައި ގެންގުޅޭ ކުދީންލައްވާ މިފަދަކަމެއް ކުރުވަންވެސް ނޭގެއެވެ.
ވީއިރު، މިވަރުގެ ބޭކަނބަލެއް، މުޙައްމަދު ނަޝީދުގެ ސަރުކާރުގައިވެސް ނަރުދަމާ އާއި ފެނުގެ ޑީން އަކަށް ހައްދަވައިގެން، ނުވިތާކަށް ރަސްމީ ދަތުރުތަކުގައި ރާއްޖެއިން ބޭރަށްވެސް ގެންދާކަމީ ސުވާލު އުފެދޭކަމެކެވެ. ރާއްޖޭގެ ބޯފެނާއި ނަރުދަމާގެ ކަންކަން ރަގަޅުކުރުމަށް ސަރުކާރުން ބޭނުންފުޅު ކަމުގައި ވަނީނަމަ، މިހާރުން މިހާރަށްވެސް ޝަހީދާ އާދަމް އިބްރާހީމް އެދާއިރާއިން ބޭރުކޮށް ، އެކަމުގެ ފަންނީ ޢިލްމު ލިބިފައި ހުރި ޤާބިލު މީހަކު އެ މަޤާމަށް އިސްކުރުމަށް މިހާރުގެ ސަރުކާރަށް ގޮވާލަމެވެ. This is very interesting article. the issues mentioned in this article are very true and it reveals the real picture of the sector which has benn marginalised during last 2 decades. as we exepected a positive change of the sector first of all by removing Shaheeda from the current post as the incharge of water and saniation section and replace a person who is capable to face the challages facing the country and who is compitent to restructure the sector and explore more oportunities to develop the sector, but unfortunatelly we see the current goverment is still keeping the old baggage and luggage whom the people has suffered for the last 2 or more decades. as the current goverment has sworn in office we see the capable people of the sector are being moved to other goverment departments and some are ready to depart from the sector. at the same time we have heard that, the Minister in charge is trying to merge the water and sanitation regulartor and energy regulartor what seems to be a childish act, perhaps after suggestions made by permenant secrataires and others who know nothing about the engery and water issues of Maldives. we have also heard that, the current Director of Energy Authority was asked to oversee the MWSA who has no knowlege of whats going on MWSA and whats are the fuctions of this office. so i dont expect any good to be happened to MWSA as Mr. Wahid has done noting towards the engergy authority during the last 3 years. he was only busy with his own consultnacy works and most of the time sits with his private office. so we can expect that the water sector will have no future under Nasheeds goverment. as we all know Shaheeda is has ruined the sector in all means and ways, and she has forced most of the very eductated people of the sector to leave, as she can be the only boss. a person as you rightly described have no manners and deals her staffs as animals or slaves can do nothing for the development of the sector. so i urge Hon. Nasheed to look into this sector and appoint officials to MWSA and Environment who are capable enought to run the sector and who know the challanges facing us, and also who is dedicated to develop water and sanitation sector of the Maldives.

Maldives is among the most water scarce countries of/in the world. so we need to increase our water security and take proper actions towards water saftey and resource managment. a visinory person can do this job
because of shaheeda many people left MWSA and MEEW, she was supporter of Maumoona and even voted for him during first and second round of last presidental election. now she says she is with Anni, she knows how deal with these things.

you should also mention that, MWSA is now led by ex. Katheeb of Hdh. Hirimaradhoo who was brougt by former Minister Ahmed Abdulla, after he has campaigned to him. This Katheeb is promoted to Deputy Director although he studied up to grade 7 at MES. now you can imagine how things would be in these places.

alhabshi of Kweith and Ryan are doing the designs for Fuvahmulah and utheem water as well as sewerage schemes. good luck with the al habshi narudhama.
i heard that al-habshi is a very corropt company and last time former construcion Minister Mauroof also gave a deal to them for designing harbor works for some islands, and it was up to 1 us $ million. i think this al-habshi is gettings lots of projects here not because of their quality but because of " presents" they gave to senior peoples at these offices. i dont think they have good engineers who can design water supply and sewarge or even harbor systems. its just corroption not the quality. i also know from a very reliable source that the designs they have prepared for Thimarafushi and Hinnavaru are even not qulified enough for tendering, even the flow calculations were just a copy paste from another project.

hey bloggers, al-habshi even dont pay the local consultants and consultancy firms on the works they have performed with them. but, still no one can demand this as these guys know very senior people at Environment, Construction and even at Agriculture Ministries.
